Public-System Standards. Private Practice. Patient-Facing Accuracy.

Dr. Sandra Carlota Treviño-Pérez is a Mexican internal medicine specialist based at the Instituto Mexicano del Seguro Social (IMSS) — Mexico’s largest public healthcare network. She works within the División de Excelencia Clínica, part of the Coordinación de Innovación en Salud at the Dirección de Prestaciones Médicas, the senior administrative body that develops clinical care standards across IMSS units nationwide.

Alongside her IMSS role, Dr. Treviño-Pérez maintains active clinical practice in Internal Medicine at Médica Sur in Mexico City, with a declared focus on HIV/AIDS care. Her dual vantage point — public-system standard-setting alongside private-sector clinical work — gives her an unusually direct view of how Mexico’s HIV care landscape functions for patients in practice.

Dr. Treviño-Pérez is the first and corresponding author of the IMSS framework paper on HIV care, Atención a Personas Que Viven Con VIH En El IMSS (Rev Med Inst Mex Seguro Soc, 2022). The paper documents the institute’s antiretroviral program — including the 2020 migration to single-tablet integrase-inhibitor regimens (reaching roughly 96% of users), the timely supply of antiretrovirals to about 99% of the population, and the 2021 launch of Mexico’s first institution-level national HIV pre-exposure prophylaxis (PrEP) program, followed by universal post-exposure prophylaxis in 2022. She is also a co-author, alongside Dr. José Antonio Mata-Marín and the GERA-1 IMSS national resistance committee, on Mexican HIV drug-resistance research.

For SunnyPharma, Dr. Treviño-Pérez reviews clinical content on HIV care delivery in Mexico, antiretroviral access through the IMSS public system, and the practical realities patients face when navigating public-sector enrollment, private-sector practice, and cross-border medication sourcing. Her review covers clinical claims, accuracy on Mexican care delivery, and fair representation of public-system strengths and limitations. She does not write SunnyPharma articles — her function is independent review.

The Mexican public system serves tens of millions of people. Patient-facing information about it has to reflect what actually happens at the bedside, not how it looks in policy documents.

Peer-Reviewed Work on HIV Care & Resistance

Dr. Treviño-Pérez has authored or co-authored peer-reviewed work on HIV care delivery and antiretroviral resistance in Mexican populations:

Editorial Standards & Independence

Content reviewed by Dr. Treviño-Pérez for SunnyPharma is evaluated against current evidence-based clinical standards, including the Mexican Secretaría de Salud / CENSIDA HIV treatment guidelines, the U.S. Department of Health and Human Services HIV treatment guidelines, and the International Antiviral Society–USA (IAS-USA) panel recommendations. Where Mexican public-system practice and international guidance diverge, both are presented and the divergence is named rather than smoothed over.

Conflict of interest disclosure. Dr. Treviño-Pérez has no financial relationships with any antiretroviral, antiviral, or weight-management pharmaceutical manufacturer. Her IMSS role is a salaried public-sector position; her Médica Sur practice is an independent clinical engagement. Her review work for SunnyPharma is independent of both and is compensated by a fixed per-article review fee, paid regardless of an article’s conclusions or commercial outcomes.

Independence boundary. SunnyPharma is an independent health-education platform — not a pharmacy, not a seller, not affiliated with any manufacturer. Articles Dr. Treviño-Pérez reviews are not statements of IMSS or Médica Sur clinical policy, and no SunnyPharma content is directed to patients under her direct clinical care.
